The City of Springfield is planning to build a new library branch and recreation center complex at St. Johns Park. In October and November 2023, we surveyed neighbors who live within a half mile of the site to learn about how they felt this project might impact various aspects of their wellbeing. Why wellbeing?

The survey explored the proposed project’s impact on five aspects of wellbeing. While a majority of residents expected the project to improve their wellbeing, they also named a variety of tradeoffs related to the project that we explore further below.

Our data collection efforts focused on gathering data from residents who were under-sampled in previous surveys, including Black or African-American residents, Hispanic or Latino residents, youth and elder (60+ year old) residents, and residents with household incomes less than $50k. Here’s a picture of who filled out our surveys:

Having spent time in Chicago, where multiple communities come together and share in their lakefront, I believe that this will bridge the divide between bringing together Clevelanders of racial, cultural, and socioeconomic differences. I think the project is wonderful and I hope it gets built. Lake access from downtown is much-needed. Don't forget that this project will only be successful if people want to get there and can get there. There is still a large highway separating the site from downtown. The land bridge would be great to improve that access but bus access is still limited around there. It is great to have access with a functioning RTA Waterfront Line but most Clevelanders don't have easy access to the RTA rail network.

This would make the lakefront more accessible for me. I don't visit as often as i like because of the hassle to get there. Also because there isn't much recreation. This project can fix that by making it more community involved.

One of my favorite things about the Cleveland area is the access to the lake. It's the closest thing to a beach that we have and needs to be protected as a nature site. Here in Cleveland there are not many open spaces that are nice enough for people of minorities or even children that want to get out the house and see other places and environments but their parents can't afford to take them anywhere or give them a quality experience. In reality the few places that people go to for fun, good eats or shopping are in richer neighborhoods for instance Pincrest, market hall, and Crocker park, lakewood park. All great areas but no all are necessarily welcomed bc of their social status. I will say I understand safety and how certain groups or young teens can sometimes cause chaos. However, Pincrest had rules for kids under 18 and there are always at least 5 police cars along with security patrolling the area for safety, the same thing can be done for the lake front. The lake in general is a local space where all people no matter there background, social status or color like to enjoy a area like that and if the project goes through I think it'll be a great opportunity for smalls businesses a space for fairs and festivals, local activities. Cleveland is known for being a terrible place give the people that live here something to look forward too especially near holidays and weekends and the for the people that don't live here give them something to look forward to when they visit. Market this area not just for the wealthy but for everyone! I could go on and on but you should get the point by now if you would like to here anymore cool ideas that I have I am happy to help.

Recommendations

Themes from our discussions with credible messengers, community, and government

Residents, local nonprofits, and the city planners met last month to review all the data and develop recommendations about how to adapt the project to improve equity and wellbeing. Here are our recommendations for changes to this project:

1. Focus on safety without adding more police presence

Residents expressed many concerns around safety, and wanted to explore ways to approach resident safety that makes people feel comfortable visiting the community center without feeling targeted by security or police. We recommend that the city:

  • Collaborates with residents to create park guidelines/rules.
  • Establishes a site cleanup committee and safety Ambassador model to approach safety in a way that makes people feel comfortable without feeling targeted by the security/police presence.

2. Connect the project to broader neighborhood investments

Concerns about belonging led to insights on how we could pair investments at this site with investments across the neighborhood so everyone in the community benefits. We recommend that the city:

  • Create jobs for local residents to work on construction and offer amenities at this site.
  • Make broader investments in the St. Johns neighborhood — people want to see a greater commitment and investment in this part of the city that has been neglected in the past.
  • Be transparent about financial impacts and accessibility of the site when sharing plans with the community.

3. Ensure the community center is affordable, accessible, and relatable

Residents expressed concern that they would not be able to visit the community center because it won’t be affordable — both the admission itself, as well as surrounding amenities like parking or vendors. We recommend that the city:

  • Keep as many activities as possible free or low-cost so the entire community can participate
  • Incorporate wheelchair accessibility and different modes of transportation access, which is essential for residents.
  • Bring people together across differences through cultural art + language installations, signage, and display about of our shared history.

4. Invest in authentic communications with residents about what is happening

Residents expressed significant distrust about how the money will be used and if the project will ever be completed. We recommend that the city:

  • Communicates regularly about project updates and what is happening with residents’ input.
  • Develops innovative ways to reach all community members — such as engaging councilpersons to communicate about the project, hosting field trips to the site, recruiting more residents under 18 to advisory boards, and promoting the website.
